Commonly referred to as the Broadcasting Doctrine, this bill was suggested by the Toro Radio Enthusiasts Community, drafted by Penn & Penn Law, and approved by Arbiter David Baldwin in the year 1099. It was written as a response to growing unrest in the radio enthusiast community about increased use of radio broadcasts for interpersonal issues instead of the wonders of radio communication.
